Tammy Klein
Executive Director, Global Biofuels Center & Americas

Experience in the fuels and refining industry: 10 years. Tammy Klein received her bachelor's degree in journalism from the University of Florida and her J.D. from the Georgetown University Law Center, both in the U.S. Formerly deputy director of the International Fuel Quality Center from 1998-2003, Klein practiced administrative and regulatory law with the firm Venable LLP prior to rejoining Hart in 2005. She is a member of the District of Columbia and Virginia bars. Klein directs International Fuel Quality Center efforts in North and South America; she is also the Executive Director of the Global Biofuels Center.

Alex Smillie
Vice President, Geothermal Operations, Star Energy, Indonesia

Dr Alex Smillie is currently the Vice President, Geothermal Operations of Star Energy, an independent energy company with its base of operations in Jakarta, Indonesia. Alex is responsible for the operations and development of Star Energy’s geothermal activities. In this role he oversees the operations of the Wayang Windu field in West Java and, most recently the implementation of the second phase of this development bringing the geothermal power plant to 225MWe net generation. The team he is leading is now working to increase exploitation to 400MWe and also developing other fields in Indonesia and overseas. Prior to this, he has held senior management positions in engineering consultancy practices working in power system planning & development, being involved in Indonesia since 1980. He has previously worked in Europe, Africa, Middle East and Asia Pacific.

Tony Clark
Commissioner, North Dakota, Public Service Commission (PSC)

Elected to the Public Service Commission in November 2000, re-elected in 2006. Clark holds the PSC portfolio on electric generation and transmission. As such, he is active in state and regional efforts to develop North Dakota’s vast energy exporting potential and provide affordable, reliable energy to consumers. Since joining the Commission, Clark has overseen regulatory proceedings that have facilitated hundreds of millions of dollars in new investment in North Dakota through expanded wind, coal and petroleum infrastructure.

He is the 2nd Vice President of the National Association of Regulatory Utility Commissioners (NARUC) and is the immediate past Chairman of the Telecommunications Committee of NARUC. He has testified multiple times before committees of both the U.S. Senate and the U.S. House of Representatives on matters related to telecommunications and energy.
